& Notes
for individuals & institutions entering the Festival
A. Eligibility
The Festival is intended for amateurs. Professionals including
teachers are invited to enter the Open Classes. For the purpose
of this Festival, an amateur is considered to be one who does
not receive more than out of pocket expenses for services
rendered in the branch of the art with which the competition
is concerned.
The Festival committee reserves the right to:
a) Accept or reject any proposed entry.
b) Limit the number of entries in any class where a maximum
number, which can be satisfactorily dealt with, has been reached.
c) Alter, modify or cancel any of the arrangements detailed
in the syllabus.
B. Mode of Entry: All entries should be:
a) Sent to the Festival Secretary as detailed on the application
form, not later than the 31st January 2002.
b) Accompanied by the full entry fee, passport photocopy of
birth certificate (if required) and a stamped self-addressed
envelope.
c) All cheques and postal orders must be made payable to Pt.
Ram Sahai Sangit Vidyalaya. Please do not send cash through
the post.
d) Letters of acceptance giving the date and time of the class
will be issued by 28th February 2002.
e) No responsibility is accepted for entries delayed in the
post, received later or insufficiently stamped.
f) No entry fee can be returned, except when a class is cancelled.
C. Age:
Competitors entering classes for which there is stated age
or age limit must quote their age as on 28th February 2002
in the appropriate space on the application form.
D. Classes:
Junior : Under 9's
: 11 years & under
(Please note the syllabus requirements do not apply for under
8's)
Senior : 12 to 17 years
Adult : 18 years & over
Novice : 18 years & over - an entrant who has not
been learning
for more than 5 years
Open : Graduated students
NOTE: If there are sufficient candidates in a category
it will be subdivided into age groups
E. Application forms:
These are separately available from the Festival Secretary.
A stamped self-addressed envelope must accompany all requests
for application forms. All sections of the application
form must be completed correctly. Incomplete application forms
will result in delay in processing.
F. Performances:
All performances, with the exception of Sugam Sangeet, Shabad
and Qawwali must be from memory and without the aid of notes.
There will be a P.A. System for amplification of sound.
G. Winners of Previous Competitions:
Participants will be disqualified if it comes to the notice
of the adjudicators that the same composition and presentation
(including improvisations) were used as a winning item at
a previous Sampoorna Sangeet Mela competition. This is to
ensure that students have an opportunity for progression.
H. Instruments:
Competitors are to provide their own instruments
.
I. Accompanists: (including accompanying soloists)
Competitors are recommended to make their own arrangements
for accompaniment. Official accompanists may be provided at
a fee subject to a sufficient demand. Accompanists will have
to be booked at least four weeks in advance of the date
of the competition. Please note teachers may not help competitors
in their performances in any way although they can accompany
their students.
J. Time Limit:
A bell will be rung to stop performance that go beyond the
time limit. Competitors who do not stop immediately on hearing
the bell will be disqualified.
NOTE: THE TIMES GIVEN FOR EACH CLASS IS THE TIME THE CANDIDATE
HAS ON THE STAGE, AND INCLUDES SETTING UP, TUNING, PAUSES
ETC.
K. Order of appearance, Late appearance and Absence:
The Festival Committee will determine the order of performance
by ballot, but the Committee reserves the right to make alterations
in the order shown in the official programmes.Any competitor
not present at the appointed time will not be allowed to compete
unless a valid reason can be given. The decision of the Festival
Secretary will be final. Entry fees will not be refunded under
any circumstances.
L. Adjudicators:
At the end of each section the Adjudicator will provide feedback
to the competitors.
ONLY OFFICIALS DIRECTLY CONCERNED WITH THE FESTIVAL MAY SPEAK
TO THE ADJUDICATORS. ANYONE BREAKING THIS RULE MAY RISK THE
DISQUALIFICATION OF A COMPETITOR/S.
THE ADJUDICATORS' DECISION IN ALL CASES WILL BE FINAL.
M. Marking System:
The following categories will be used:-
Honours: :artistically and technically good
Distinction: with commendable artistic and technical
control but with lapses
Merit: a creditable performance, which would be improved
with a little more maturity
Acceptable Standard :which has lapses in performance
and requires more maturity
N. Cups and Trophies:
Competitors awarded first place will receive a cup. There
will be a shield/trophy for the most outstanding performer
of the competition in the Junior group, the Senior plus Adult
groups, and, the Open group. The shields/trophies will be
presented to performers who impress the adjudicators with
their outstanding performances.
All cups, shields and trophies remain the property of the
Festival. All cups, shields and trophies will have to be signed
for before being taken from the Festival. It is the responsibility
of the signatory to suitably insure the cup/shield/trophy
whilst in their possession. If damage to a cup/shield/trophy
should occur whilst in the care of the holder, the matter
should be referred to the Festival Secretary immediately.
Cups, shields and trophies should be returned in good clean
condition by 27th February 2003.
O. Prizes and Certificates
All competitors will be issued with an Adjudicators Remark
Sheet and a certificate providing the Festival rules have
been complied with. The winner, second and third places of
each class will be awarded at the discretion of the Adjudicator.
First Prize, Second Prize and Third Prize certificates are
awarded as an indication of candidates' relative achievements.
Participation certificates are awarded to all other participants.
The award of any Cup or Trophy depends on Honours or Distinction
categories being achieved.
P. Photography, Audio and Video Recording:
No photography, audio or video recording is allowed to be
taken in the hall while candidates are performing.
Q. Complaints and Objections:
Any complaints or objections relating to the Festival will
only be considered if submitted in writing to the Festival
Secretary and within 7 days of the end of the Festival. The
decision of the Management Committee in all matters arising
out of, or not specifically covered in these rules is final.
R. Compliance with Regulations:
Entrants must comply strictly with specific directions stated
in the syllabus in respect of any class. Ignorance of such
directions or of these Regulations will not be accepted as
a valid reason for non-compliance.
